Proverbes 16:12
Bien que ce soit un verset spécifique, il a une signification universelle. Les personnes occupant des postes de direction ont l'obligation morale d'être honnêtes et éthiques. Les fonctionnaires du gouvernement ont leur autorité parce que Dieu le permet. Cela ne signifie pas que Dieu sanctionne ou choisit les fonctionnaires du gouvernement, mais que les fonctions qu'ils occupent sont là pour un but divin - l'ordre.
Dieu est un Dieu d'ordre, pas de chaos. La civilisation ne peut exister sans règles, règlements et positions d’autorité. Il est du devoir de ceux qui occupent des postes d’autorité d’agir de manière équitable, ouverte et éthique. S'ils ne le font pas, le chaos réintègre la société.
Il en va de même pour toute position d'autorité ou de leadership - à tous les niveaux. L'abus de pouvoir crée de nombreux problèmes avec la société dans son ensemble - pas seulement le gouvernement. Nous sommes inculqués avec un sens du fair-play, en particulier en ce qui concerne l'autorité gouvernementale. Lorsque des représentants du gouvernement abusent de leur autorité ou commettent des atrocités, cela sape l'ordre.
Je trouve intéressant que dans un pays post-chrétien très laïc comme la France, il y ait une telle révérence pour les règles et les lois sans reconnaître qu'il doit y avoir un fondement philosophique pour les règles et les lois. Ce fondement est la Bible - à leur insu. Il doit y avoir des absolus concernant ce qui est bien et ce qui est mal. Oui, il y a des nuances entre les deux, mais les interprétations fondamentales de la vie, de la propriété et des droits individuels sont basées sur des idéaux religieux. L'idéal le plus fondamental est que Dieu est un Dieu d'ordre et non du chaos. Il y a du bien et du mal. Non pas basé sur un vote démocratique de ce qui est bien et mal - mais une connaissance absolue de son existence.
Dieu a institué des gouvernements. Paul explique ce point dans Romains 13.
Comment appliquons-nous ce verset à nos vies? Si nous sommes en position d'autorité, nous devons nous soumettre à l'autorité de Dieu. Si nous voulons être de bons leaders, nous devons suivre l'exemple que Jésus nous a donné. Jésus a conduit par l'humilité, pas par la force brute. Jésus a conduit en obéissant à la volonté du Père. Jésus a conduit par amour.
Avoir une autorité signifie avoir des responsabilités, pas des droits. Avoir de l'autorité, c'est être un intendant, pas être un maître. Avoir de l'autorité signifie que vos actions et vos décisions sont plus examinées. Puisque c'est le cas, vous voulez faire ce qui est juste aux yeux de Dieu.
Prière
Merci Seigneur que tu es le créateur de l'ordre. Merci d'instituer des règles et des positions d'autorité pour que tous bénéficient de l'ordre qui en découle. Aidez-nous à prier pour ceux qui ont autorité sur nous. Puissent-ils rechercher vos conseils et votre sagesse lorsqu'ils prennent leurs décisions. Aidez ceux d'entre nous en position d'autorité à savoir que nous sommes sous Votre autorité.

12It is an abomination to kings to do evil,
for the throne is established by righteousness.
Although this is a specific verse, it has universal meaning. Those in leadership positions have a moral obligation to be honest and ethical. Government officials have their authority because it is allowed by God. This does not mean that God sanctions or chooses the government officials, but that the offices they hold are there for a divine purpose - order.
God is a God of order, not chaos. Civilization cannot exist without rules and regulations and positions of authority. It is the duty of those in positions of authority to deal fairly, openly, and ethically. If they do not, then chaos creeps back into society.
The same is true with any position of authority or leadership - at all levels. Abuse of power creates numerous problems with society as a whole - not only the government. We are instilled with a sense of fair-play, especially when it comes to governmental authority. When government officials abuse their authority or commit atrocities, it undermines order.
I find it interesting that in a post-Christian very secular country such as France, there is such a deep reverence for rules and laws without the recognition that there must be a philosophical foundation for the rules and laws. That foundation is the Bible - unbeknown to them. There must be absolutes concerning what is right and wrong. Yes there are shades in between, but the foundational understandings of life, property, and individual rights are based on religious ideals. The most basic ideal is that God is a God of order, not of chaos. There is right and wrong. Not based on a democratic vote of what is right and wrong - but an absolute knowledge that it exists.
God has instituted governments. Paul expounds on this point in Romans 13.
How do we apply this verse to our lives? If we are in positions of authority we must submit ourselves to the authority of God. If we are to be good leaders, we must follow the example set for us by Jesus. Jesus led through humility, not brute force. Jesus led through being obedient to the Father’s will. Jesus led through love.
Having authority means having responsibilities, not rights. Having authority means being a steward, not being a master. Having authority means your actions and decisions are more scrutinized. Since that is the case, you want to do what is right in the eyes of God.
Prayer
Thank You Lord that You are the creator of order. Thank You that You institute rules and positions of authority so that all benefit from the order that comes from them. Help us to pray for those who have authority over us. May they seek your guidance and wisdom when they make their decisions. Help those of us in positions of authority to know that we are under Your authority.

12Wafalme huchukia sana kutenda maovu,
kwa maana kiti cha ufalme hufanywa imara kwa njia ya haki.
Ingawa hii ni aya maalum, ina maana kwa wote. Wale walio katika nafasi za uongozi wana wajibu wa maadili kuwa waaminifu na waadilifu. Maafisa wa serikali wana mamlaka yao kwa sababu inaruhusiwa na Mungu. Hii haimaanishi kwamba Mungu anaweka vikwazo au huchagua maafisa wa serikali, lakini kwamba ofisi wanazoshikilia ziko kwa kusudi la kimungu - agizo.
Mungu ni Mungu wa utaratibu, sio machafuko. Ustaarabu hauwezi kuwepo bila sheria na kanuni na nafasi za mamlaka. Ni jukumu la wale walio katika nafasi za mamlaka kushughulikia kwa haki, wazi na kwa maadili. Ikiwa hawafanyi hivyo, basi machafuko huenda tena katika jamii.
Vivyo hivyo na msimamo wowote wa mamlaka au uongozi - katika ngazi zote. Matumizi mabaya ya madaraka husababisha shida kadhaa na jamii kwa ujumla - sio serikali tu. Tumeingizwa na uchezaji wa haki, haswa linapokuja suala la mamlaka ya serikali. Maafisa wa serikali wanapotumia vibaya mamlaka yao au kufanya unyama, inadhoofisha utaratibu.
Ninaona kuwa ya kufurahisha kuwa katika nchi ya baada ya Kikristo isiyo ya kidini sana kama Ufaransa, kuna heshima kubwa kwa sheria na sheria bila kutambua kwamba lazima kuwe na msingi wa kifalsafa wa kanuni na sheria. Msingi huo ni Biblia - ambayo hawajui. Lazima kuwe na mipaka juu ya kile kilicho sawa na kibaya. Ndio kuna vivuli katikati, lakini uelewa wa msingi wa maisha, mali, na haki za mtu binafsi unategemea maoni ya kidini. Maana ya msingi zaidi ni kwamba Mungu ni Mungu wa utaratibu, sio wa machafuko. Kuna sahihi na mbaya. Si kwa kutegemea kura ya kidemokrasia ya kile kilicho sawa na kibaya - bali ni ufahamu kamili kwamba iko.
Mungu ameanzisha serikali. Paulo anafafanua jambo hili katika Warumi 13.
Je! Tunatumiaje aya hii kwa maisha yetu? Ikiwa tuko katika nafasi za mamlaka lazima tujitiishe kwa mamlaka ya Mungu. Ikiwa tunataka kuwa viongozi wazuri, lazima tufuate mfano tuliowekwa kwa Yesu. Yesu aliongoza kwa njia ya unyenyekevu, sio nguvu ya ukatili. Yesu aliongoza kupitia kuwa mtiifu kwa mapenzi ya Baba. Yesu aliongoza kupitia upendo.
Kuwa na mamlaka inamaanisha kuwa na majukumu, sio haki. Kuwa na mamlaka kunamaanisha kuwa msimamizi, sio kuwa bwana. Kuwa na mamlaka inamaanisha matendo na maamuzi yako yanachunguzwa zaidi. Kwa kuwa ndivyo ilivyo, unataka kufanya yaliyo sawa machoni pa Mungu.

Asante Bwana kwamba wewe ndiye muundaji wa utaratibu. Asante kwamba unaanzisha sheria na nafasi za mamlaka ili wote wanufaike na agizo linalotokana nao. Tusaidie kuwaombea wale walio na mamlaka juu yetu. Watafute mwongozo wako na hekima wanapofanya maamuzi yao. Saidia wale wetu walio katika nafasi za mamlaka kujua kwamba tuko chini ya mamlaka yako.
